
OBJECTIVE
FRAME promotes cross-border cooperation in the South Adriatic audiovisual sector through integrated actions, including a trilateral film co-development fund supporting joint projects by Italian, Albanian, and Montenegrin operators. The project aims to strengthen the competitiveness of SMEs, foster a sustainable and resilient audiovisual ecosystem, and enhance professional skills within the sector.

MAIN PROJECT ACTIVITIES
FRAME addresses the key challenges shared by audiovisual SMEs in Italy, Albania, and Montenegro, such as limited international competitiveness, digital transformation, and difficulties in accessing financial resources. The initiative builds on the results and cooperation networks developed through the CIRCE and CIRCE PLUS projects, funded under the Interreg IPA CBC Italy–Albania–Montenegro 2014–2020 Programme, representing their natural continuation. FRAME seeks to harness the potential of the film sector as a driver of economic growth, innovation, and entrepreneurship in Albania, Montenegro, Molise, and Puglia, contributing to the overall strengthening of the regional audiovisual industry.

Following an in-depth mapping of audiovisual SMEs operating in the Programme area and an analysis of their activities, FRAME will establish the South Adriatic Audiovisual SMEs Network, aimed at facilitating networking, knowledge sharing, and cross-border cooperation. Building on this foundation, the South Adriatic Film Co-Development Fund will be launched, supporting at least eight co-development projects jointly submitted by film producers from the involved EU and IPA countries, fostering the production of high-quality works capable of competing in international markets. B2B activities, film markets, and film forums will support partnership-building and project pitching phases.
The project also foresees the organization of a travelling screenwriting workshop in Albania, Montenegro, Molise, and Puglia, designed to strengthen the skills of emerging young screenwriters. From a long-term perspective, FRAME also promotes the development of the audiovisual sector in Molise by supporting the establishment of a local Film Commission, inspired by the Apulia Film Commission model.
The final beneficiaries of the project include audiovisual SMEs, sector professionals, local communities, and the broader film ecosystem. In particular, SMEs will have the opportunity to enhance their skills, increase international visibility, and expand access to transnational partnerships, contributing to the development of a more resilient, innovative, and globally competitive audiovisual industry.
